| PM Sampann Scheme Portal – Track Pension Status Online at dotpension.gov.in
PM Narendra Modi has launched SAMPANN Yojana as a comprehensive pension management scheme (CPMS) on 29 December 2018 in Varanasi. SAMPANN (System for Authority and Pension Management) Scheme will enable the pensioners to track the status of their pension online while sitting at their home. The official PM Sampann Scheme Portal dotpension.gov.in has been launched by Modi. This scheme will greatly facilitate pensioners of the Telecom department and would help in timely disbursement of pension.
The Prime Minister said that the central govt. is working consistently to ensure ease of living and greater ease of access to citizen centric services. Union govt. has also launched India Post Payments Bank to expand banking services through post offices. A network of 3 lakh common service centers (CSCs) will provide a range of services digitally to people in rural areas.
PM said that Digital India will facilitate people, bring transparency in govt. working and would eliminate corruption.
PM SAMPANN Yojana Portal for Pensioners
While officially launching the Pradhan Mantri SAMPANN Yojana, PM said that from now onward the pension department will have to do all the work in a given time frame. PM Modi launches the official Sampann Yojana portal at dotpension.gov.in. This portal will enable dept. officials to perform all the work from the clearance of pension to deliverance of pension by themselves. Now all the pensioners can track the status of their pension online while sitting at their home.

The pensioners would be able to avail the following benefits:-
The Department of Pension has decided to introduce a seamless pension processing system through integrated software, which would bring the processing, sanctioning, authorisation and payment units under a common platform.
Moreover, acknowledging the lack of institutional knowledge and inability of the CPPCs and bank branches to resolve the pension related grievances of the pensioners, the department has decided to introduce direct credit of pension to accounts of pensioners, leveraging the modern technology to realise the goal of “Sanchar Pension, Seedha Vitaran”.
Now a days, the total number of internet connections across the country has been increased. Around 1 lakh panchayats in the country are now connected with broadband. So, this move to launch SAMPANN scheme will facilitate people in rural areas to a great extent as they will not have to circle around govt. offices for pension status or other pension related issues.

Modi govt. is planning to introduce a PM Universal Basic Income (UBI) Scheme 2019 for poor people across the country. In this scheme, the government will transfer a certain stipulated amount directly into the bank account of the citizens who are unable to earn an income. This UBI scheme is going to address the issues of farmers and unemployment as all the jobless youths and distress farmers would be given this financial assistance through DBT.
The economic survey suggested that this is a more efficient way to help the poor people. Moreover, govt. is going to provide the resources directly to the needy people through Universal Basic Income (UBI) Scheme 2019. The union govt. is seeking advice on minimum amount and people to be benefited from various departments to ensure successful implementation of this scheme.
The central govt. is expected to announce this scheme in the upcoming Union Budget 2019-20.
PM Universal Basic Income Scheme 2019 – Details
Universal Basic Income is a periodic, unconditional cash transfer instead of in-kind transfer to every citizen in the country. In this UBI scheme 2019, social or economic positions of the individuals are not taken into consideration. UBI is universal in nature and it is not targeted. Any beneficiary will not have to prove their unemployment status or socio-economic identity to be eligible for Universal Basic Income Scheme.
1. Need for Universal Basic Income Scheme 2019
UBI scheme will form the basis of social security and will help in reducing inequality and eliminating poverty. This Universal Basic Income Scheme 2019 will ensure security and dignity for all individuals. With the advancement in technology, there will be reduced wage income and less purchasing power capacity. So, UBI scheme will compensate for this reduced purchasing power.
UBI scheme will give priority to the people living below poverty line (BPL), farmers, unemployed youths and thus the number of beneficiaries could reach upto 20 crore. The recommendations for UBI scheme are being sent to the government on the basis of economic survey held in FY 2016-17.
2. Working for UBI Scheme 2019
Under UBI scheme, people who posses zero income will get the full benefits in net terms. All those people who earns an additional income over the basic income, the net benefits would be tapered off through taxation. Even the universal basic income scheme is universal, only the poor people will get its full benefits.
This scheme is going to bring major changes in the way that govt. spends its revenue generated from taxes and other sources. Till date, the central govt. spends a major portion of its revenue on various services and subsidies.
3. Advantages of Universal Basic Income (UBI) Scheme 2019
There are various advantages of PM Universal Basic Income Scheme which are as follows:-

4. Economic Survey 2016-17 on PM UBI Scheme 2019
The Economic survey 2016-17 says that any program in practical cannot survive on strict universality. So, the economic survey has proposed some alternatives:-
Universal Basic Income Scheme 2019 is a more efficient alternative with many advantages and some practical challenges also. Govt. wants to create a transparent, safe financial architecture and efficient mode of delivery like JAM trinity which is important for the success of UBI.

National Mission on Interdisciplinary Cyber-Physical Systems by Central Govt
Central government has launched National Mission on Interdisciplinary Cyber-Physical Systems in the cabinet meeting chaired by PM Narendra Modi. NM-ICPS mission will address the ever increasing technological requirements of society and will follow the international trends and road maps to create next generation technologies. Dept. of Science & Technology will implement this mission with an outlay of Rs. 3660 crore for a period of five years.
Under this National Mission on Interdisciplinary Cyber-Physical Systems, govt. will setup 15 technology innovation hubs (TIH), 6 application innovation hubs (AIH) and 4 technology translation research hubs (TTRP). These hubs will connect to academics, industry, central ministries and state govt. to develop solutions at academic, R&D and other organizations in hub and spoke model.
The NM-ICPS is a comprehensive mission to address technology development, application development, human resource development & skill enhancement, entrepreneurship and start-up development in CPS and associated technologies.
National Mission on Interdisciplinary Cyber-Physical Systems
NM-ICPS mission implementation is going to develop and bring the following measures:-
- To bring Cyber Physical Systems (CPS) and other technologies in the ambit of our country.
- To adopt CPS technologies to address national and regional issues of India.
- Production of next gen. skilled manpower in CPS.
- To catalyze translational research.
- Acceleration of entrepreneurship and start-up ecosystem development in CPS.
- To place India with other advanced countries and to get direct and indirect benefits.
Govt. will provide boost to advanced research in CPS, technology development and higher education in science, technology and engineering disciplines. NM-ICPS is a Pan India Mission and will cover entire country of India which includes central ministries, state government, industry and academia.

- ट्रेनिंग फीस – बेरोजगारों को अच्छे अवसर देने के लिए सरकार यह योजना लागु कर रही है, अतः योजना के अंदर कोई फीस नहीं ली जाएगी. ट्रेनिंग में होने वाला सारा खर्चा केन्द्रीय सरकार ही उठाएगी.
- कुल लाभार्थी – योजना के अंदर सरकार ने प्रशिक्षण के लिए लाभार्थियों की कुल संख्या फ़िलहाल 20 रखी है.
- ट्रेनिंग की अवधि – योजना के अंदर मिलने वाली ट्रेनिंग की अवधि सरकार ने 3 हफ्ते रखी है. ट्रेनिंग की शुरुवात नए साल में 1 जनवरी से होगी, जो 19 जनवरी तक चलेगी. कुल 120 घंटों का प्रशिक्षण चयनित उम्मीदवारों को दिया जायेगा.
- ट्रेनिंग मोड – योजना को सफल बनाने के लिए सरकार अलग-अलग तरीके से उम्मीदवार को ट्रेनिंग देगी. क्लासरूम में थ्योरी ज्ञान के अलावा लैब में प्रैक्टिकल क्लास भी लगाई जाएगी, जिससे उम्मेदवार अपने कौशल को बेहतर तरीके से जांच सकेंगें. इसके साथ ही उन्हें फील्ड एवं औद्योगिक क्षेत्र में ले जाया जायेगा. जहाँ वे मशीन को भी देश सकेंगें और जानेंगें कि वो कैसे काम करती है.
- रहने की व्यवस्था – सरकार उम्मीदवार के रहने की व्यवस्था भी कर रही है, लेकिन इसके लिए उन्हें 600 रूपए हर दिन के हिसाब से खुद पैसे देने होंगें.

| Cabinet approves National Mission on Interdisciplinary Cyber-Physical Systems
The Union Cabinet chaired by Prime Minister Narendra Modi on December 6, 2018 approved the launching of National Mission on Interdisciplinary Cyber-Physical Systems (NM-ICPS).
The mission will be launched by the Department of Science and Technology at an expected cost of Rs 3660 crore for a period of five years.
Key Highlights

Cabinet committee chaired by PM Narendra Modi has approved the Agriculture Export Policy 2018. This comprehensive policy aims to double exports and integrate Indian farmers and agricultural products with global value chains. The main focus of this new policy approved by the central government is Doubling Farmers Income by 2022.
Exports of agricultural products are going to play a vital role in achieving this goal. The primary objective is to harness export potential of Indian agriculture through suitable policy instruments. This will make India global power in agriculture and raise farmers income.
Cabinet has also approved the proposal to establish monitoring framework with Department of Commerce as the nodal department to oversee its implementation.
Agriculture Export Policy 2018 by Central Govt.
New Agriculture Export Policy approved by the Modi govt. will double agricultural exports from $30 billion to $60 billion by the FY 2022. This would reach $100 billion in the next few years with a stable trade policy regime. This policy will diversify export basket, destinations and boost high value and value added agricultural exports including focus on perishables. Agriculture Export Policy recommendations have been categorized into 2 categories namely strategic and operational as described below:-
This policy will promote novel, indigenous, organic, ethnic, traditional and non-traditional agri products exports. The new policy will provide an institutional mechanism to pursue market access, tackling barriers and deal with sanitary and phyto-sanitary issues.
To double India’s share in world agri exports by integrating with global value chain as soon as possible. This will also enable farmers to get benefits of export opportunities in overseas market.
